Oct 8, 2009 TNT

We are running Lincoln Douglas, Public Forum and Congress. It is a very novice friendly event, most competitors will be first time debtors. You are welcome to bring students to just sit in and watch rounds-it can be a great way to learn.
• Cost: Free!
• To register e-mail me student & judges names & categories by TUESDAY Oct 6th at 4 PM
• One judge per 2 debaters (or teams for Public Forum)
• One judge per 6 congress students
• Check in starts at 4:00, rounds should start by 4:30, we should be done by 8 PM
• Every school entering congress must submit at least one bill
• To submit a bill just e-mail it to Brian Carr (bcarr@hcps.us) by Tuesday Oct 6th at 4 PM

A Resolution to Repeal the Federal Restrictions on Bank Overdraft Fees

By Senator Laurie Rodman, Hanover High School


Whereas the banks currently charge excessive overdraft fees for all citizens and limit the number of times that a person can monthly withdraw their own funds, and whereas citizens who are unemployed or on a fixed income find it difficult to maintain a positive balance in their bank accounts, and whereas the federal regulations that were recently put in place as a result of 9-11 were meant to detect illegal activity, let it be hereby resolved by the Student Congress that bank overdraft fees and the stipulation of limiting the number of overdrafts per month shall be reserved only for those with incomes over a certain unspecified amount to be determined by Congress. This resolution is not suggesting that overdraft fees be completely done away with but is meant to help the average American who is barely making enough money to cover their monthly bills.

A Bill to Sanction Iran's Nuclear Program
Presented by Senator Max Berry, Hanover High School

Article I: Congress supports sanctioning Iran's nuclear programs for the general production of electricity only.
Article II: Congress believes that the UN should be responsible for the sanctioning, and the U.S. will send our ambassadors to the UN with our approval.
Article III: The sanctioning will begin on the anniversary of Armistice Day, November 11, 2009.
Article IV: The UN will designate a committee that will be responsible for overseeing the implementation of the sanctions, and the appointed committee will monitor the Iranian nuclear plants to verify that ONLY electricity production is being implemented.
Article V: All laws that are in conflict with this new policy shall be declared null and void.

Leg Title: A Resolution to
Be It Resolved That Banks Not Impose Overdraft Fees
Whereas: Debt is becoming increasingly more common in this economic recession; and

Whereas: Bank Overdraft fees can add to a person’s debt which they cannot always help;

Therefore: Be it resolved by this Student Congress here assembled that banks can no longer charge its clients with overdraft fees.

A Resolution …

Whereas Iran as you know is a developing country in nature.

Whereas countries surrounding it are deeply afraid that since its current status in this world is not stable they might not have the maturity to handle a nuclear program.

Whereas the United States has been and will continue to have a secure nuclear program.

Whereas that Iran may have the nuclear program but the UN needs to have somewhat of a say so in the running of it.

Whereas, if we send a representative from every surrounding country to investigate the facilities and give some sort of feedback as to whether it’s stable or not we as the world can feel safe and know that our fellow friend is developing hopefully into a prosperous country; and

Whereas, not only would this give us a peace of mind but also give someone a job; therefore be it

Resolved by the Student Congress here assembled that, the United Nations intervene in Iran’s nuclear program with an advisory board and these facts and figures must be reported to the public

A Resolution …

Whereas President Obama intends to increase the school day in his plans for educations.

Whereas some school systems have been doing exceptionally well with their own implemented programs.

Whereas school systems education plans should be state run not government run.

Whereas this extra time that is wanted in school is taking away from family values at home

Whereas children would have no extra curricular activities because by the time the children are done with regular education, the evening has already arrived; now, therefore be it

Resolved by the Student Congress here assembled that, education timing, materials, and information should be state run not government run. Decisions made on a state level are more local with the individual counties; and be it further resolved, education is highly important as well as family time. So be it that education has its time without interfering with time at home.

Whereas bank overdraft fees are a simple yet crucial way for banks to stay above water during this financial crisis.

Whereas institutions who do not implant this fall under because this is a crucial monetary income on accounts

Whereas if people don respect the privileges of a bank account instead of them considering it a debit card, they make seem to think it’s a credit card thus causing the bank to dish out more money then intended.

Whereas bank overdraft fees are a way of making sure the common people respect their bank account. If they are continually checking their accounts to make sure they have sufficient funds, they will take out cash which stimulates the local economy.

Resolved by the Student Congress here assembled that, bank overdrafts fees are a way of control on peoples spending. If there is not some sort of ultimatum like an overdraft fee, the people could cause even more debt.

A Resolution …

Whereas A governors six year term will only lead to tyranny.

Whereas the normal term is two years, if extended to a 6 year term the governor in office might not act upon issues as quickly as he would if put under the time frame of 2 years.

Whereas the people will become tired of an official being in office for that long, even if the people wanted to impeach the judicial process would take entirely too long.

Whereas depending on the candidate in office, costs for pay roll could be costly compared to that of an official who only in office for 2 years.

Resolved by the Student Congress here assembled that, governor’s terms be limited to only two years due to possible tyranny and procrastination on issues.
