Be It Resolved
Whereas: The Chesapeake Bay is a vital ecosystem that affects most of Virginia; and
Whereas: The Chesapeake Bay is constantly getting more polluted; and
Whereas: The Chesapeake Bay is the nation’s largest and most productive estuary; and
Whereas: The harm of this important ecosystem would cause detrimental effects not only to ecosystems, but also to commercial and recreational industries;
Therefore: Be it resolved by this Student Congress here assembled that Virginia increases funding for cleaning the Chesapeake Bay by 10%.

A Resolution to Increase Chesapeake Bay’s Cleaning Efforts
Whereas: The number of crabs in the Bay has decreased; and
Whereas: Pollution is harming the Bay; and
Whereas: The water in the Chesapeake Bay is not good and need to be restored to a good water quality.
Therefore: Be it resolved by this Student Congress here assembled that: The United States
should increase the amount of money used to help restore the Chesapeake Bay and help with researching for it by 20%.

A Resolution to increase efforts to clean the Chesapeake Bay
1 Whereas, The Chesapeake Bay is a beautiful asset to The Commonwealth of Virginia, and
2 the United States at large and,
3 Whereas, pollution and overfishing have harmed its delicate ecosystem and, and
4 Whereas, if this continues, Virginia and other states will lose the many economic benefits
5 that The Chesapeake Bay provides; therefore,

7 Government, along with the Commonwealth of Virginia increase the efforts being made to
8 clean The Chesapeake Bay.

A Bill to Create an Agency to Monitor and Control Pollution in the Chesapeake Bay
Article I: Congress shall form a new government agency to exclusively monitor and control the pollution in the Chesapeake Bay, thus helping the environment and boosting the economy.
Article II: Congress shall create an agency, the CBPA, formed from representatives of the states of New York, Delaware, Pennsylvania, Virginia, West Virginia, and Maryland to carry out duties such as major clean up projects and monitor overfishing.
Article III: The Agency must be formed and functional by its first meeting on December 2nd 2010, the anniversary of the date that the EPA was formed.
Article IV: The CBPA will fulfill their duties complying with this bill
Article V: All bills in conflict with this bill shall be declared null and void.

A Resolution Regarding Obama’s Eastern European Missile Defense Reduction Proposal
International: Respectfully submitted by Senator Allison Schettino, Hanover High School
Whereas President Obama has planned to reduce nuclear weapons around the world and halt the proposal to place nuclear weapons in the Czech Republic and Poland and whereas this could potentially be a start to a new peaceful relationship with Russia as well as save the U.S. billions of dollars a year; therefore, let it be resolved by this student congress here assembled that we continue to dismantle a portion of our nuclear weapons in order to create peace and save money, while still possessing a safe amount in the case of an attack.
A Resolution to Increase FDIC Premiums
Whereas it necessary for the FDIC to have strong regulations in place to protect both the consumer and the businessperson, and whereas premiums are a means to insure that businesses do not abuse freedoms, and whereas government bailouts do not solve the problems that businesses face, and whereas the bailouts are costing too much money, let it be hereby resolved by the Student Congress here assembled that FDIC premiums will be raised and the government should limit bailout amounts to failed businesses,thus allowing the free market and individual businesses to fix their own problems and relying on the government only when the business meets a certain criteria for help and has paid their premiums.

A Resolution to Keep Guantanamo Bay Open
Whereas President Obama has made an executive order to close Guantanamo Bay, and whereas many criminals and terrorists who oppose our government will have to be relocated either to their own countries or to the U.S., and whereas this would be a danger to our country on a number of levels, let it be hereby resolved by the Student Congress here assembled that Guantanamo Bay should remain open to house these criminals until a proper solution can be found to sentence and jail these criminals in a more permanent and safe fashion.

A Resolution Regarding the Ballistic Missile Defense System
Whereas in early 2007 G.W. Bush proposed that a Ballistic Missile Defense System be installed in Europe to protect against Iranian missile threat, and whereas on September 7th, 2009, President Obama announced plans to cancel the proposed BMDS program and develop new technology to better protect the U.S.: therefore, letit hereby be resolved by the Student Congress here assembled that the Bush proposed BMDS be shortened to five intercept missiles, and to decrease the amount of radar units to one. Ths radar unit is to be placed in a country close to Iran that has yet to be disclosed, thereby still having some form of missile defense over Europe while simultaneously allowing the technlogy for the regional BMDS time to be developed.

A Resolution to keep the Guantanamo Bay incarceration facility open
Whereas, Closing Guantanamo Bay would show that the US is weak and America needs to
show the terrorists that we are stronger than ever before, and
Whereas, American prisons are overcrowded already, so we cannot accommodate any of
these prisoners, and
Whereas, Released prisoners will return to terrorism as has already been seen, and
Whereas, Guantanamo bay is far nicer than most prisons in the United States; therefore,

A Resolution To Decrease Chesapeake Bay Water Pollution
1 Whereas: According to the CBF, Farms, Oils, Gasoline's, And trash Pollution is leading the Chesapeake Bay Watershed into complete

It is breaking Geneva Convention by it being operational.
Whereas closing the facility is important;
